As Congress reconvenes this month, there is significant movement toward a 2018 reauthorization of the Higher Education Act of 1965 (HEA), the nation’s primary law with respect to postsecondary education and which authorizes the federal student financial aid programs. Virginia Foxx (R-NC), approved H.R. 4508, titled the Promoting Real Opportunity, Success, and Prosperity through Education Reform Act (the “PROSPER Act” or “House bill”).
