Earning a college degree is supposed to be the golden ticket to better jobs and higher wages, but a new report reveals that many public universities are failing to make good on their promises to students and taxpayers.

College enrollment increased 20 percent from 2005 to 2010, the biggest growth since the 1970s. Now, more than 6.8 million students attend four-year public institutions, making up nearly two-thirds of the entire bachelor’s degree-seeking population in the country.
